Answer
Reserved ringpool numbers are used for attribution tracking only if all "Pooling" phone numbers are in use when a phone number is requested.
Numbers will only be set as reserved if a Ringpool has not presented overflow in at least 30 days. The % to reserve is set at the network level.
The least recently called phone numbers are marked "Reserved" each night if the RingPool is eligible to be downscaled.
Reserved Ringpool numbers will not connect when dialed as a test as the number is not actually active.
